Subject: Only In California:

        California has finally gone mad I'm convinced after the phone call
from a friend in Sacramento.  He was riding a bike on the trail in the park
and they had cops staked out to make sure everyone wears a helmet.  

        A cop was hiding in a tree over the bike park with a radio and
calling ahead to another cop lurking in the bushes.   

        They were giving out summons.
